Introduction: The construction and infrastructure industries in Egypt have recently experienced huge growth, which of course requires methodical planning, full feasibility studies, wise selections project executors' teams, including engineering design offices, management agencies, contracting firms. Consequently, to guarantee achieving the predetermined designs objectives, a careful assessment incorporating contractor company must be carried out. Problem Statement: Improper selection leads several problems throughout delivery phase, inadequate quality delays expected time, results cost overruns. Rather, it also sometimes suspending failing complete it. Moreover, most public governmental projects, accordance with law 182/2018, responsible employee is forced choose lowest-priced bid regardless any other considerations, only passing project's minimum technical score defined by appropriate authority, this illogical reconsidered. Methodology: In order find solution these problems, following steps were taken paper: (1) Forty-eight factors affecting identified through surveying; (2) seven important selected based on fuzzy Delphi technique (FDT); (3) competitive contractors prioritised at pre-bidding stage for utilising analytic hierarchy process (AHP) combined network (ANP). Results: Seven forty-eight using technique, calculate their relative weights, AHP ANP obtain variables selection. Next, model user interface picking was developed make easier owners managers apply. To fully understand how functions, realistic case study involving four bidders competing contract has been included. Conclusion: Since government agencies oblige decision-makers select bidder, can used during tendering process's prequalification ensure that all potential are qualified while influential criteria from Egyptian market's perspective.
